Executive Leadership

Noel Gonzalez, CEO


Noel is the Chief Executive Officer for SkillMil™ Inc. He is actively involved in all areas of the business, with a focus on team, raising capital, building brand awareness, partnership and sponsorship. Noel is a former Submarine Commanding Officer with over 22 years of experience in the fields of team management, resource utilization, and high risk operations. Noel was a founding member for Federated Precision Inc and Alive LLC. Founding SkillMil™ has been a long-term dream to help those who serve in the military.

Noel holds a B.S. in Mechanical Engineer from Florida Atlantic University and a M.S. in Information Technology/Computer Science from the University of Maryland. Noel also graduated from the Stanford Ignite GSB, Harvard Business School HBx Core Program, and completed executive education at the University of Virginia, Darden Business School.

Ken Roman, COO


Ken Roman is the Chief Operating Officer for SkillMil™ Inc. He is committed to matching the talents and skills of U.S. military Veterans with high performing companies.  Ken strongly believes today’s U.S. military veterans entering civilian business are among the most talented, skilled, and seasoned professionals in the business market. Ken has over 20 years of experience working with the U.S. Military and Veterans.

Ken graduated with distinction from the United States Naval Academy with a B.S. in Mechanical Engineering. After receiving the Pownall Scholarship from the United States Naval Academy, he attended the University of Cambridge in England where he earned a Master of Philosophy in Engineering.  He also holds a M.A. in National Security and Strategic Studies from the Naval War College in Newport, R.I.

Steve Garza, CTO

Steve Garza is the Chief Technology Officer for SkillMil™ Inc. Steve has over 25 years of experience working with the U.S. Military and Veterans. He has served as Program Manager for Database Management System (DBMS) implementation aboard all U.S. Submarines. His broad experience includes serving as the Executive Officer on the USS TUCSON, Maritime Homeland Defense and Pacific Theater Security Cooperation Executive Agent for Mexico and Canada, and qualification as a Naval Nuclear Engineering Officer.

Steve holds a BS in Electrical Engineering from the University of Arizona and an MBA in Management of Technology (MOT) and Management of Information Systems (MIS) from the University of New Mexico Business School.

Leonard Chapman, CSO

Leonard Chapman is the Chief Strategy Officer for SkillMil™, Inc. Leonard is an ERP consultant for EPICOR where he developed dynamic reporting tools that significantly accelerated revenues. At Pratt & Whitney, Leonard managed Russian rocket component design & integration and streamlined the end-to-end business process for P&W Space Division. Leonard has also served as a Space Shuttle Systems Engineer at NASA. He holds a B.S. in Mechanical Engineering, an M.S. Industrial Engineering/Supply Chain Management, and an MBA.

Jon Rees, Executive Vice President-Business Development

Jon Rees is the Executive Vice President of Business Development for SkillMil™, Inc. He has 27 years of Management and Executive experience in Corporate and Private Industries. Jon is a Veteran serving in the active and reserve military for more than 30 years.

Jon has experience and relationships with many well-known corporations and established brands.  Additionally, he has helped coordinate and dedicated his expertise with the start-up efforts of new businesses. Through his experience as a Veteran and business professional, he understands the challenges that our Veterans face translating their extensive military knowledge and skills to hiring companies.  He also understands the difficulties that businesses experience finding qualified Veterans that are a match for what their company needs.

Jon graduated with merit from the United States Naval Academy with a Bachelor of Science in Systems Engineering.  He is also a nuclear engineer and studied business at Xavier University.

 Michael Hinkle, Vice President of Veteran Outreach & Development

Michael Hinkle is Vice President of Veteran Outreach & Development for SkillMil™ Inc. Michael has over 28 years of U.S. Military and Veteran experience.  During his time in the Navy, Michael served in a wide variety of assignments, including Senior Enlisted Advisor/Command Master Chief to the Executive Leadership of Naval Hospital Pensacola where he provided regional enterprise management and oversight for ten branch clinics in five States with 2200 military and civilian employees.  Additionally, he served as the Senior Enlisted Advisor/Chief of the Boat on USS CHEYENNE, a nuclear submarine, Recruiter in Charge of the Naval Recruiting Station in Huntington, WV, and Tactical Readiness Evaluator for Commander, Submarine Forces Pacific.

 Maitrik Patel, Product Developement Lead

Maitrik is a Front-end Developer and an UX Designer based in Bay Area, California. He stands on the sweet spot where design & code intersects. His comprehensive knowledge in design and technology allows me to cultivate productive teams in a synergic environment that meets the requirements of creatives and developers concurrently. He works with the latest techniques and processes in UX / Front End Development along with agile workflow that results in simple, beautiful, intuitive and pixel perfect interface designs & products.

He has over 6 years of industry experience, and has been a part of design and development projects for many exceptional companies during those years, including The Walt Disney Studio, Sony, SapientNitro, OpenText, Prosper Marketplace, SapientNitro, AlphansoTV, MartianSF, Croudify, HBPSupplier, Docusign, and SkillMil.

Technology Team

Lee Hamilton, Technical Director

Lee Hamilton is the Technical Director for SkillMil™ Inc.  He is committed to matching the talents and skills of American military veterans with high performing companies.  Lee strongly believes that today’s American military veterans entering civilian business are among the most talented, skilled, and seasoned professionals in the market.

Lee has 25 years of technical experience in Silicon Valley.  During this time he developed expertise in the design and implementation of cloud based database systems, web service architectures, and media workflows. Lee has held technology leadership roles at large companies such as SRI Intl, Siemens, Hyperion, and Sandia National Labs, as well as a number of startups including wireless, medical, streaming media and social cause applications. Lee has been a Professor of computer science at College of the Redwoods, and has also served as a technology advisor and consultant to investment firms, non-profit organizations, and educational institutions.

Lee graduated from the University of Rhode Island with a Bachelor of Science in Zoology.  Additionally, he holds a Master of Science degree in Computer Science from California State University, Chico and a Master of Arts degree in Marine Sciences from Humboldt State University.

Troy White, Corporate Engagement Officer

Troy White is a Corporate Engagement Officer for SkillMil™ Inc. Troy has over 25 years of military and Veteran experience.  He has expertise in strategy, planning and oversight of multibillion dollar U.S. and international programs.  He has an operational view of cyber and drone activities and research from leading U.S. military cross-functional teams. He was a strategic policy analyst for the White House and is a Senior Associate for the Center for Strategic and International Studies (CSIS).  Troy has a passion for helping our nations Veterans.

Troy graduated from the United States Naval Academy with a B.S. in Aerospace Engineering/Aeronautics.  Additionally, he holds a M.A. in National Security Studies and a PhD in International Relations and Political Economy from Georgetown University.

 William (Bill) Leahy, Corporate Engagement Officer

Bill Leahy is a Corporate Engagement Officer for SkillMil™ Inc. Bill has over 25 years of military and Veteran experience.  Bill was a former Air Force Fighter Squadron Commander.  Bill has combat experience in operations SOUTHERN WATCH, IRAQI FREEDOM, ENDURING FREEDOM, and INHERENT RESOLVE.  Bill was a Secretary of Defense Corporate Fellow with Deutsche Bank where his portfolios included vendor risk management, business continuity, investigations management, and crisis management.

Bill graduated from Bridgewater State University with a Bachelor’s Degree in Aeronautics/Aviation/Aerospace Science and Technology.  Additionally, he holds a Master’s Degree in Administration Management and Leadership from Central Michigan University.

Michael Belt, Veterans Account Manager

Michael Belt is the Veterans Account Manager at SkillMil™ Inc. Michael Belt has over 25 years of experience in recruiting, training, distributing, and leading in the military industry.  Michael Belt developed and implemented highly successful Naval Special Warfare/Naval Special Operations scout program for seven-state area recruiting district. He was the head detailer for over 2,000 helicopter Aircrewman while managing 15 million dollar flight pay program for over 4,000 flight personnel Finally, he led a Task Force Staff of 60 personnel in execution of manned and unmanned intelligence, surveillance and reconnaissance mission sets in the Middle East.

Michael Belt graduated from the University of Arkansas in 2011 with a Masters Degree in Operations Management. Michael Belt is also a certified Project Manager.

Corporate Outreach Team

Liza Gonzalez, Director of Corporate Outreach

Liza Gonzalez is the Director of Corporate Outreach for SkillMil™ Inc. Liza leads the human resources and engagement coordination functions, with more than 20 years of expertise in facilitating organizational excellence in military support groups and in multiple industries.  Her innovative solutions and application of best practices deliver results, navigate diverse stakeholder needs, and improve employee retention and performance. Liza holds a BA in Languages and an M.A. in Human Relations.

Jennifer Roman, Event Manager and Veteran’s Benefits

Jennifer Roman is the event manager and Veteran’s benefits expert for SkillMil™ Inc. Jen has been part of the military community for over 20 years in multiple capacities, from active duty Marine Corps Officer to Navy spouse.  She has a background in coordinating between civilian corporations and military/government entities to include executing operations and logistics for the National Salute to the US Military in Fort Lauderdale, Florida. Jen is an active volunteer within her local community and military.  She is passionate about the military, its service members, and understands the challenges of transitioning veterans. Jen holds a B.S. degree from the United States Naval Academy.

Serena Moyer, East Region Manager

Serena Moyer is the East Region Manager for SkillMil™ Inc. Serena has 4 years of experience as a Command Ombudsman. During her time as Ombudsman, Serena maintained morale and welfare for active duty service members and their families, disseminated information to large groups of people, and guided service members and their families as they transitioned into or out of active duty service. Serena Moyer graduated from Kansas State University in 2006 with a Bachelor of Science in Family Studies and Human Services.

Regina Hinkle, Central Region Manager 

Regina Hinkle is the Central Region Manager for SkillMil™ Inc. Regina Hinkle has been a proud military spouse for 25 years.  She has moved her family nine times and held many jobs.   She has a wide range of experience including sales supervisor, security, office management, finance, mortgage title work, and even served as a service trainer for the Ritz Carlton Hotel.

After several moves she exited the normal workforce to raise her 2 children while pursuing several small businesses.  She has sold military jewelry, kitchenware, home décor, and most recently her own line of handmade tutus and one of a kind hair bows.  She also creates and sales custom cakes, unique desserts, and artisan breads at many local venues.

She attended West Virginia University and graduated as Co-Valedictorian with a Culinary Degree from the University of Hawaii, with a concentration in Pasty Arts.

 Diana Garza, West Region Manager

Diana Garza is the West Region Manager for SkillMil™ Inc. Diana Garza serves as the Western Region Corporate Outreach Officer.  Serving over 25 years as an active military spouse, she understands the commitment of military family sponsorship.  Proving extensive experience with veteran program resources and community outreach programs, she mentors hundreds of spouses of active duty servicemen and woman at several commands.  Diana is a certified mediator for Metro Courts in the Southwestern region, and holds a Bachelor’s Degree in Economics and Communication from the University of New Mexico.

Marian Sabety, Chairman of the Board

Marian Sabety id a Serial Entrepreneur.  In 2005, Marian launched YFonGlobal, a VoIP calling service offering free-calling for subscribers, which was live 18 months before Skype was introduced.  In 2007, Marian launched Wyndstorm, for social IPTV streaming, pay-per-view events, interactive gaming, & 3-D virtual entertainment.   Marian has held senior positions at AT&T, United Technologies, Sprint, Cap Gemini, CGI, SAIC, and Stanford Research Institute (SRI). While at each of these companies, Marian created/spun-out new ventures: the first global remote radiology analysis/transcription outsourcing; the first airborne antenna-based wireless service; the first real-time dynamic customer value scoring system; the first voice-command telephony deployment (“call home, call mom…”).   Marian is a member of Sand Hill Angels, in Palo Alto, CA.  Marian has a B.A. in Biology from Barnard College/Columbia University, an M.A. in Education from University of Maryland, & an M.B.A. from University of Southern California.

Stephen Ciesinski, President of Stanford Research Institute (SRI)

Stephen oversees global markets; U.S. and foreign government agencies; and R&D-based universities.  He has held executive management positions with Applied Materials, Octel Communications, Resumix, Inc., the inventor of Web-based personnel recruiting applications; and Laszlo Systems, a pioneer in Web 2.0 software.  He was a venture capitalist with Earlybird Ventures.  Ciesinski is a faculty member at the Stanford Graduate School of Business (GSB) and a lifetime trustee of Union College.  He is also a member of the Yosemite Conservancy Council.  He is a graduate of Union College with a B.S. degree in electrical engineering and an A.B. degree in modern languages. He received an MBA from Stanford University.

Henry Eickelberg, former Corporate Vice President of Human Resources and Shared Services for General Dynamics

Prior to working at General Dynamics, he was a law partner at Jenner & Block, specializing in executive compensation, ERISA and M&A, and was a consultant with William M. Mercer, Inc.   Henry is an adjunct professor of law at Georgetown University, and is the lead instructor for the ABA’s Committee on Employee Benefits M&A workshop. Henry is a Fellow of the American College of Employee Benefits. He is a member of the American Benefits Council, serves on the Board of Directors of the ERISA Industry Committee, is a member of the Board of Directors of DealLawyers.com, and is a member of the Bloomberg BNA ERISA Advisory Board.   Henry is an attorney and CPA.

Edward Powell, former president of the USO

He served as Deputy Secretary for the Department of Veterans Affairs, under President Bill Clinton. Ned’s career began as a Navy Yeoman serving with the Defense Intelligence Agency. He bought his first company at the age of 31. His broad executive experience includes the ownership several successful business ventures, and he is a former adjunct professor of Business Ethics and Policy at the University of Richmond School of Business. He has been active in the Young President’s Organization since the age of 32, and is now active in the World President’s Organization.  Ned received his BA in Economics from Washington and Lee University, and his MBA from the University of North Carolina, Chapel Hill.

Ted Hsieh, Co-Founder and Managing Partner for Opexa LLC

Ted has held executive roles as COO for the Charity Golf Association and DeskSite, a digital media company.  He has spent many years in Silicon Valley and in the electronics industry, serving as VP of Program Management and Business Operations for Exar Corporation, and Senior Director of Worldwide Business Operations for Avago, overseeing their global design center operations, technology, and project management organizations.
Ted is also actively involved in various community and professional organizations, currently serving as an Advisor and Mentor for the staff of Saddleback Church in Irvine, CA, and as a Board Member for the Kathleen Maurer Foundation, Access Executive Network, and Beenke,  an emerging parenting lifestyle brand.  He has also been an Advisor to Mommy and Me Cancer Foundation’s Board of Directors, and a supporter of several non-profits, including Big Brother’s Orange County, Girls Inc., Treasures, Teen Challenge, and Project Access, an organization that provides development programs in low income communities.  Ted holds a BS in Electrical Engineering from the University of California at Irvine, and an MBA from the University of Southern California.
